Overview

Cadet. A cadet is an individual interested in joining the Organization, who has applied for enlistment. To be considered, the cadet must meet the following requirements: (1) Pass the Cadet Entrance Examination; (2) Complete a three-month provisional duty period in one of the following operational departments: Medical, Science, Engineering or Security; (3) Participate in at least one sanctioned mission under the direct supervision of a Lieutenant or Lt. Commander; (4) Complete mandatory self-defense and first aid training provided by the Organization; (5) Obtain a positive letter of recommendation from an officer of the Organization; (6) Hold full UEE citizenship at the time of enlistment, with exceptions made on a case-by-case basis on merit grounds; (7) Successfully pass a background and reference check; (8) Any other requirements specified by the Organization. Once all requirements are met, the cadet will be enlisted into the Organization as an Ensign, provided all requirements for the rank of Ensign are fulfilled. In the interim, they will be considered both a Cadet and a crewmember.

Crewmember (Crewman). A crewmember is a person who works on a ship, is not an officer, and has formally applied for enlistment but not achieved the rank of Ensign or not yet completed the Cadet enrollment requirements. They are supervised by either an Ensign or Lieutenant, as determined by the Lt. Commander with the Captain’s approval. The Captain may grant them a higher rank in certain circumstances. A crewmember’s Lt. Commander can request a field commission for them if they have shown exceptional service, with supporting evidence. Crewmembers may work in Medical, Science, Engineering, or Security departments.

Ensign. The Ensign rank is the first enlisted rank in the Organization that allows for an enlisted person to hold command authority of any kind. All enlisted members who fulfill the requirements outlined in this section will be granted the rank of Ensign. These requirements include meeting the standards for the Cadet rank as well as any additional requirements specified by the Organization. Ensigns are eligible to serve in the following operational departments: Medical, Science, Engineering, and Security.

Lieutenant. A Lieutenant is a junior officer of the Organization and works under the direct supervision of a Lt. Commander. The role of a Lieutenant is open only to those who are officially employed by the Organization. Lieutenants may serve in the operational departments of Medical, Science, Engineering, or Security. The appointment or promotion of a Lieutenant is subject to the authorization of the Captain, who may approve a recommendation made by a Lt. Commander and make the necessary entries in the ship’s logs. For Ship’s Counselors, the rank of Lieutenant may be granted by Central Command at their discretion. If a Ship’s Counselor is promoted to Lieutenant, they will report directly to the Ship’s Commander.

Lieutenant Commander. All commissioned ships of the Organization must have at least five (5) Lt. Commanders on board, each fulfilling one of the following roles: Helm Officer/Pilot, Chief Medical Officer, Chief Science Officer, Chief Engineer, or Chief Security Officer. The Helm Officer/Pilot is responsible for piloting the ship according to the Captain’s or designated individual’s instructions and requires expertise in ship piloting and system knowledge. The Chief Medical Officer must hold valid medical credentials and have served as a physician for a predetermined period before being promoted to the position. They have the authority to relieve any crew member from duty if they have a medical condition hindering their performance, and such orders must be treated as coming from Central Command. The Chief Science Officer oversees all scientific endeavors, and their qualifications are determined on a mission-by-mission basis. The Chief Engineer manages the ship’s systems and ensures their proper functioning, while the Chief Security Officer is in charge of overall security management, weapon systems operation, and implementing security procedures to address internal and external threats, among other security-related tasks as delegated by the Captain.

Commander (First Officer). Each ship shall have a Commander, also known as the First Officer, who is appointed at the discretion of the Captain of the ship or, if necessary, Central Command. The Ship Commander shall perform second-in-command duties as determined by the Captain. These duties may include overseeing all junior officers on board the ship and assisting in the overall management and safety of the Organizational vessel and its crew. In the event that the Captain is unable to perform their duties for any reason, the Commander shall assume full command of the ship and be responsible for carrying out the duties outlined for the rank of Captain in these regulations.

Captain. Each Organizational vessel shall be assigned a Captain who has complete and final authority over all aspects of the vessel’s operation, mission duties, and any other related duties necessary to give full control over the ship and its crew. The Captain has the right to select the Commander/First Officer, Lieutenant Commanders, Lieutenants, Ensigns, and Crewmembers, as well as promote or demote any crew member, remove any person or crew member from duty or from the ship, and enlist any person(s) for service in the Organization, at whatever rank the Captain deems necessary, as long as Central Command is informed of the field commission and the proper entries are noted in the ship’s logs. The Captain has additional customary authority such as joining individuals in matrimony, pronouncing an individual’s state of being (i.e., living, dead), leading diplomatic first contact delegations if given the authority to do so by Central Command, and permitting or rejecting requests to board the Captain’s vessel unless such requests require mandatory compliance.

Central Command Captain. A Central Command Captain is a Captain of a commissioned vessel of the organization who is also a formal part of Central Command. Central Command Captains are placed on active mission duty in addition to being required to fulfill their obligations to Central Command.
